The EU Battle Groups (EUBGs) are the only military means that EU member states exclusively put at the EU’s disposal in order to be rapidly deployed for global Crisis Response Operations. But the EUBGs have never been deployed so far and, according to some member states, this could jeopardise the existence of this EU capacity. 

The political and military decision-makers are considering giving up the necessity to engage EUBGs in a rapid response framework in order to make their engagement more flexible and therefore more efficient.

However, we think that this idea undermines the essence of the EUBGs. For this reason, we raise the possibility of achieving a more flexible engagement in another way, i.e. through a civil-military engagement framework.
